Most debt ridden country is the US. War means, erosion of billions. And with Syria, they have to think umpteen times since Russia stands in between. Covert support of other oil importing nations will emanate like the one the States have had with Vietnam. It is a very crucial and sensitive matter, I suppose..

He want Congress support, otherwise it will be suicidal for him irrespective of the outcome of the attacking the Syria.
The other point, he want man power from other countries and do n't want to send US citizens since he do n't want to be one more Bush.
Moreover, all possible paths to war has been spent by both the Bushes and he is to find a new water tight way.
