The first thing that i will do is that all changes in tax rules, direct or indirect will be done after three years only and not every year. rest of the things will come after that only

I would delay it for few years on status quo basis..to understand the system..and would do with short budgets for further facilitations on trial basis..no major allocation till loopholes detected..short spending for easy monitoring..etc etc..
