I would first calculate income tax govt. gets from class i,ii,iii,iiv categorie of staff and on an average basis making deductions from their salary adjust thir salary lowered to that extent and take a bold step to declare their salary completely tax free.with this they wilexcluded from ambit of filing returns of income tax.Instead of filing returns they will be asked to give declaration of assets in their name or in names of their spouse and minor children every year To prevent hoarding of buiding space and to use property to hide black money,I will put limit on total carpet area of space one can own in A,B,C class cities and grosstotal one individual or family can have in india.Those who want to invest for giving properties on hire should say soand for them there yardstick of taxwill be different or tax free upto certain amount .Bank interest will also be made tax free subject to new tax like interest tax similar to security transaction tax.All fixed deposits will hav ...more

The first thing that i will do is that all changes in tax rules, direct or indirect will be done after three years only and not every year. rest of the things will come after that only

I would delay it for few years on status quo basis..to understand the system..and would do with short budgets for further facilitations on trial basis..no major allocation till loopholes detected..short spending for easy monitoring..etc etc..
