Should companies like Google, Facebook, Microsoft have a 'foreign policy' when so many countries are complaining about web content and filtering ?

No......people should be allowed to chose, what they want to use......Freedom of choice must not be compromised as everything in this world is open for positive or negative use......let the people use their conscience.....don't play Moral police to them....however some verification like Voter ID/Driving License etc may be taken up to keep the children safe.
