With laws very strict in foreign countries, most Indians dont settle there. they return after some years

Nope... thats untrue... the only reason indian come back are
i ) indian have passports which most countries extend the visa only when u have a settles job,,, and if u donot have a job for few months u r kicked out,, so the prob,,,, there is no permanent job abroad like indian jobs
ii) indians come back also because they donot want to learn the language as thier first language... we like to drink the booze nad eat the meat,, but not accept their language,, thats why we come back..
there are more reaosns,, but thesse are two main reasons

No,on the contrary those who return are either having sufficient money to settle down again in india or they don't earn much there or their visa is expired and not renewed.
