Corruption like ragging in hostels creates a ripple effect. A victim of corruption often resorts to corruption when he gets an opportunity to indulge in it at a latter date, the same way a former victim of ragging becomes an active participant in ragging when he becomes a senior. Money is something every body needs. Since corruption helps a person to earn that extra bit more, when an opportunity presents itself, a person does a risk Vs return benefit analysis and opt for the returns if risk factors are manageable. Since India was under foreign dominance for nearly 9 centuries, our society has been subject to exploitation for a very long time. One sure shot means to escape the clutches of exploitation was to use the brahma astra of bribe. So bribe giving and expecting to be bribed has become a part and parcel of our society. Perhaps you may be right, but the recipient of this corruption was who? certainly not the common man. babus, police & other government staff, ministers who else? 95% of the population would certainly have loved to not part with that money but for the corrupt state & central administrative machinery which just does not move without a bribe & hence consequently the political parties. since congress has been in power for most of the time from independence, who else do you think must have been the ultimate beneficiary of this corruption, certainly not us citizens.

The ones who wish to run a political party, need funds for getting elected.. When they get power, they try to cover the' expenses' ... The root cause is in 1. democracy, and 2. No fear of severe punishment.. This will continue till we have democracy.. Ministers will ask for " sanctioning amount" , and then officers will ask for '' signing amount "...From bottom to top the chain is strong.
