USA was in the same position Eleven years ago. later it was almost in the same position four or five years ago.
First one need to understand what is the meaning of ' govt shut down'.

Here they fight on real issues and for money benifit which actually reaches the public. Unlinke in India the schemes which allocate 100000 crore rupees for social causes not even 1 % reaches the public. Most of the money is transferred to dummy accounts of politicians.
