Why upa govt. is not taking any firm decision on teleanga statehood inspite of so many promises made by their leaders even in parliament?

The conflicting point may be the city of Hyderabad. Geographically, it would come in the state of Hyderabad, but the state of Andhra Pradesh would not want it to go. The UPA govt before promising the state of Telengana should have sorted this issue out. But by its non action on this issue the time had run out and elections were fast approaching and the UPA needed the support of the TRS party in the elections and they simply promised the state without thinking of the ramnifications. All it knows is vote bank politics and even now want to stall it till the next elections, but in simple words this is called cheating the people of Telengana by not fulfilling its promise.
