If people start molesting girls because they go to the parties of their friend's birthday, it definitely is a shame on the whole society.
The responce of the police was slow, and to some extent can be pardoned due to practical reasons (if any) of not being able to reach on time. But what is alarming is the viewpoint of all the people there who did not even object to this rowdy behavior in public.

To save face they are saying it was politically motivated. However, in India such couprits go scott free. See the recent withdrawing of case against ACP Rathore
