Why sometimes a person will cry just for a simple reason and will never cry when s/he supposes to cry ??

Tears of joys can cause even for a simple reason, sometimes you do not feel like crying, even when the sky fall on your head, yet sometimes, you cry out mildly or loudly for nothing...Everything depends your mindset and mood-swings yaar :-)

Tears are ready to come when sad but when that sadness becomes a shock, a person gets stunned that no tears will come up

Crying is crying...when you are suppose to cry and the switch for your tears doesn't work...you don't cry...and when you don't want the switch malfunctions...and the tears overflow...both the situations are under the control of God...so humans should ignore the unintended outcome...
