I think its due to their habit of doing so as they are scared to admit the mistakes done by them!!

Some times it is fact like in case of recent bomb blasts. IM is the culprit and is blamed by us. and some times it is out of frustration. like in case of ayoddhya, godhra. unnecessarily, BJP and modi were attacked by a certain community.
