Why RBI has delayed the CTS implementation?

Even today many customers are not aware of the fact that they have to surrender their old cheque books for CTS cheques. Some banks have almost fully submitted the CTS cheques to all their customers whereas other banks which are not that well administered have just begun the process. Since it involves dealing with lot of customers, RBI has given a reasonable amount of time to all banks to complete this process and will be implemented from April

More time is required to print new cheque books.
