Pak will never hand over any person. If they do so they would be under severe fire for having done so. and more so nobody wants to expose himself...!!

Hostile countries VERY RARELY (or I would say NEVER) willingly extradite their subjects to one another. India didn't hand over Fatana Najibullah, even if Pak made about 1001 extradition requests.
