Yes, most interior decorators learn on the job. An architect can work as an interior decorator also provided he/she has the creative streak and a good sense of what would look good in a house or office, complimenting the other elements in it.

Yes i think he can be a good interior designer .
For interior designing one must have in depth knowledge of civil works and an Architect has good knowledge of it
