Some powerful politicians support him and it becomes difficult to hurt him. Moreover, BCCI is autonomous body and government will not meddle except in very exceptional cases. I feel that this person is taking care of all those who matter and makes them happy.

It looks like everyone is hand in glove. Many big heads must have been benefited from BCCI scams, that is why no one wants to stir the hornet's nest!
