Why in cities women without B*R*A and P*A*N*T*Y are called modern ? In Villages they have never worn these for dozens of years ? Still hypocrite city people call them backward ?

'Backwardness' has a number of connotations. It may not necessarily be due to just some women not wearing undergarments. Bacwardness may be because of bad personal hygeinic habits, crude manners, type of family life, and many more of such things. It is a relative term.
Due to the widespread expansion of cable/satelliteTV even in smaller towns and some villages too, habits such as wearing underwear (by women), use of lipstick/lipgloss, using hair care products, etc. has caught on even in rural areas. Many women spend a lot of money on these things there too.
