In popular story-telling, the reason for Kali sticking out her tongue is rather domestic. After killing the demon Daruka, Kali drank his blood. The blood drove her mad with bloodlust. She went around the world killing at random. The gods begged Shiva to stop her. So he took the form of a handsome man and lay in Kali's path. As soon as Kali stepped on him, she bit her tongue out of embarrassment. She was ashamed to learn that her bloodlust had prevented her from seeing and recognising her own husband. Needless to say, this is considered a patriarchal interpretation that became popular in the 19th century.

In Kali temples, the tongue is smeared with the blood of sacrificed animals - a reminder that Mother Nature is - 'red in tooth and claw', giving life as well as taking life. We may domesticate her, transform her into the demure Gauri, clothed and coy, but she will always stick out her tongue and slurp on our blood.

In Indian culture tongue biting is the symbol of shyness for a lady. According to the purans when maa Durga killed Mahisha Sur that time she remove all of her clothes to killed Mahisha. Otherwise Mahisha should not die. Because Mahisha got the ashirbad from Lord Bramha only one bear body lady can kill him. But after killing Mahisha Maa Durga get angry due to this reason and starts dancing (like tandav which is very bad for the world) which is the kali avtar. So Mahadev slept on the path to control her and by mistake Maa Kali put her legs on the chest of Lord Siva and bit her tongue due to shyness. That means what a mistake I did.
To remember this story people showing her like this.

Kali is having many Roops ....... like Bhadra Kaali & Ugra Kaali ......... Bhadra Kali is always in a sitting position with the closed mouth, in this case the tongue is inside ........... But in case of Ugra Kli , when she was in rage to kill the demons that time she put her step on the chest of Lord Siva(unknowingly) to which she realised later and with she repent for her mistake ,her tongue came out automatically ........
