It is necessary- because you need a safeguard against personal attacks & filthy notions against State, Person & Policies.
However, MODERRATOR, need not act on the personal opinion of low-profile members.

As far Ur saying is concerned what I'd observed during last 27 months it is very correct. But to cut short erring persons out here Moderator is required, else this forum will loose sanctity.
