Itz due to the complex biological structure of the human skin.....theskin of some ppl is born oily....mans it assimilate extra fat from any food to keep the moisture level of the skin high....hence in winter season the part of that area of skin which is more exposed to atmosphere remains moist and never cramps....for example feet ... particularly the heel ....
but some ppl have dry skin .... this happens due to diabetic tendency, low level of assimilation of fats from food...hence such ppl suffer from a cramping heel in winter....and application of veseline and moisturiser gives some relief....but more intake of water also relieves the problem really upto fifty per cent

Medically speaking many reasons are attributed for a cramped leg-skin...one being the dry skin is most vulnerable to these...!
