Why do some drivers play reckless driving and don't follow traffic discipline on the roads?

2.Sorry to say, this world is full of stupids.
3. If two faces are not same , how tow brains can be same.
4. Lack of implementation of traffic rules in India, strictly.
Proper driving classes before issuing the DL, Heavy fines and black points to cancel their DL in case someone breaks the rule , are few options to make them learn discipline.
