There was a Myth Joyesh . Its Associated with Lord Balaji and Gandharva princess Neela Devi. It says When Lord Balaji was hit by a shepard on his head, a small portion of his scalp becomes bald. There is no hair growth over there and this is noticed by a Neela Devi. She feels "such an attractive face should not have a flaw". Immediately she cuts a portion of her hair and with her magical power she implants it on his scalp. Then Lord Balaji notices her sacrifice as hair is the beautiful aspect of female, he promises her that all his devotees who come to his abode should render their hair to him and she would be the recipient of all that hair received. Hence it is believed that hair offered by the devotees is accepted by Neela devi.

Tonsure and Tirumala go together! Devotees vow and offer their hair to the Lord - a symbolic sacrifice of the ego.
THE REVENUE FROM AUCTION OF HUMAN HAIR OFFERINGS ALONE AT THE HILL TEMPLE HAS CROSSED RS.50 CRORE MARK. THE TOTAL RECEIPTS OF THE TEMPLE HAS CROSSED RS.650 CRORE MARK AND IT IS EXPECTED TO TOUCH RS.10,OOO MILLION BY 2011UNDOUBTEDLY.

Image Kathrina Kaif or Sonakshi Sinha's head without hairs obviously they look very ugly. In general I mean to say most important part of our body is hair by shaving hairs in the love of god we sacrifice most important part of our body and prove that nothing is important than word of god. Not only our Hindu brother shave their hairs in Tirupati even we muslims in Mecca while performing Huj sacrifice our hairs. The first reason is sacrifice and second reason is uniformity to look alike.

As per puranas hair given by devotees is to coverup the lost hair(it is a very small portion) of lord venkateshwara swamy[There is a custom of tonsure which is speciality of this Temple.
