Why are new members restricted in questioning, answering, commenting and voting?

Initially I also have the similar query - later I realised the various reasons for this .
First any new id cant report abuse unless he reaches level 2 - in absence of this there will be a real havoc . everyday people creates more than thousands of fake id just to demean /harass reputed members - its a kind of corrective measures they have taken in the safe guard of Q&A..

I think it is self explanatory, to avoid unnecessary load on servers and to filter out unwanted fake IDs.

When u join a school do u immediately get admission in class V, you HAVE to start from class I and then slowly progress to higher classes same principle applies here too
