currently theres no one that comes to my mind.. however rahul gandhi could be a good leader.

I'd say Vladimir Lenin. I only speak in terms of HDI development over the years.
Problem w/ Czarist Russia was- "sophisticated" and relatively industrialized & cosmopolitan societies & locales like mainland Russia, Estonia, Belarus were favored & other locales like Central Asia- Kara Kum etc., were blatantly raped with lagaan.
And ppl in Czarist times called them "Nomadic", "Barbaric", "illetrate" etc. And exploited them. I see the same thing in rural locales in Asia, Central / South America, China and Africa.
At least Lenin had the decency to equate them as the same as their more "sophisticated" Latvian, Estonian, Belarussian, Russian- urban counterparts. "Moscovich culture" was never imposed. And their way of life was respected.
He set a system where the HDI of a Kara Kum Berber was in the high 80s- equal to an engineer in Moscow. You can look up US PRINTED ECON STATS RECORDS in the 20s, 30s, but not online- you'll have to do offline research.
