Back in the NINETEEN THIRTEES, the U.S. government decided on a FORTY hour work week, with anything over that FORTY hours being paid time and a half. At the time, they came very close to going with THIRTY TWO hours, but other countries were adopting FORTY hour work weeks, so the U.S. more or less just went along with it.

And, as others have said, prior to that, work weeks were as long as the employer decided, along with working hours during the day. Still, the U.S. is behind almost every other industrialized nation in adopting more stringent working hour rules. Of the industrialized nations, we are one of the few that doesn't put a maximum amount of hours per week one can work (or day for that matter), we are the only one that I can think of, including China (known for civil and human rights abuses) that does not guarantee vacation time.
