In the UK these parking charges are levied by the Local Authorities and to restrict the build up of traffic in city centres. Heavy goods vehicles will not be allowed, especially in narrow streets. The Local Authorities then use the money to maintain the standard and repair of the road and general environment - would that happen in India.
