COPS generally refers to policemen. Cop when referring to a police officer is short for "copper" which is what police were called in 1846. It was then shortened as Cop in 1859.

Also, the term COPS is a short form for Community Oriented Policing Services which is an agency within the United States Department of Justice. The COPS was established through a provision in Violent Crime Control and Law Enforcement Act. Since 1994.

The COPS Office was created through the Violent Crime Control and Law Enforcement Act of 1994. As a component of the Justice Department, the mission of the COPS Office works as an effective strategy to improve public safety.
The COPS Office awards grants to tribal, state, and local law enforcement agencies to hire and train community policing professionals, acquire and deploy cutting-edge crime-fighting technologies, and develop and test innovative policing strategies.

Cop is a word colloquially used for police of all ranks, a short for corporal a low-ranking policeman. However, colloquially it's used for all kinds of policemen from constables to officers.
