The Bhutanese don't call their King's wife Jetsun Pema as queen. Both the King and his wife Jetsun Pama don't call Jetsun Pema as queen. The royal Bhutanese family don't call Jetsun Pema as queen. So, why do we call Jetsun Pema as the queen of Bhutan? Instead of pleasing Bhutan by calling Jetsun Pema as queen of Bhutan, it may annoy them. The Queen of Britain don't call her husband as the King. No one calls the husband of the Queen of Great Britain as king. Same like this the wife of the King of Bhutan is not called queen.
