It was the case before independence. Now-a-days any one uses any name.
For Instance film director Mahesh Bhatt, vetron actor Dilip Kumar Ex Naval Chief Bhagwat are all Muslims. Many people belonging to the SC/ST class and whose fore fathers didn't have surname are blatently using surnames from the Brahmin communities(Athalye, Bapat, Vaidya etc in Marathi, Iyangar, Iyer etc in Madrasi) or influential communities(Patel in Gujarati) Even those people who convert to other religion retain their original name and surname so its difficult to judge a persons caste or religion on the basis of his surname.
