Generally both are same. If both the positions are existing, then functionally CEO will be responsible whereas for policy decisions MD will be responsible.
When it comes to who is more powerful, it depends on who is less dispensable.
There are cases where CEO is more powerful as a representative of a technology provider though MD represents the promoters of the company.
