May be U.P. And Bihar , that's why Bhayya's And biharis always run out of these states to others states by calling themselves garib , bechare poor Indians .

if there is democracy in these states why ppl are fleeing to other states?

There is no real democracy in India. Even d constitution differentiates citizens based on caste, religion etc.
