I am not aware of, but can easily say, such bans are eye wash for the following reasons.

If you don't ban it nation wide, the goods would enter the banning states as contraband. What were available at Rs 2/3 per pouch would be available atRs 5/or Rs 10 etc.

If you don't ban it at national level, the stockists, retailers distributors can't be prosecuted because all these goods are central government duty paid goods. So, what is the meaning of such ban in a state?

Indian Medical Council and Government of India's health department did issue any health alert against such items yet. So how can you ban the business.

Each year, the union budget proposals contain several paras on the duty structure on the said goods. Don't you think, the thought of ban on such goods generate a big yawn?
