France. Or, more exactly the town of Perpignan in France. Actually, it is the train station in Perpignan. At least, this is what the Spanish surrealist painter Salvadore Dali wrote. In fact, he discovered that the center of the universe was that train station ... probably one day when he waited for a train to his native Cataluna.
What the eccentric and colourful painter didn't know was that, at the scale of Relativity, he was damned right!
Any place in the universe is the center. That's why we observe all distant galaxies moving away from us as if we were the center. And we are. But anyone anywhere will observe the same. You see, if the universe expands from a singularity point, anywhere is still that point. Only that it got bigger. Hence there is no real center or 'edge' to the universe, and the earth for the matter, everything is relative to the space-time frame of the observer. Hence the name: the Theory of Relativity.

There is no country which is located at the center of the globe. The g is dug deep into the globe, where there is no nation or life except for the molten lava. On the surface, it is difficult to say which country is in the center, because earth is cylindrical in shape. In a globe, that Earth is, how can we determined the center?
