Yes. They are Israel, Brazil, Mexico, South Africa, Qatar, Singapore, Afghanistan, Iran, member nations of the European Union specially the UK, Italy, Portugal, France, Scandinavian countries, Canada and time tested Russia.

Union of Soviet Socialist Republics. We were about 2 b bombed to smithereens by 5th fleet of US Navy in 1971 war, but Soviets defended us w/ NUCLEAR MISSILES, so US backed off....also, Soviet Union never set any pre-conditions for availing of their aid.....

I can safely call the USSR a true comrade of India.

1)Relationship between two countries cannot be strictly termed as friendship. It is more a marriage of convenience than anything else. Even Indias so called friendship with Russia has undergone a sea change due to changing political compulsions. It is not a friendship between two equals.
2)India has been very unimaginative and lacking in vision to develop any genuine friendship. Take a look at our small neighborhood. Except Bhutan, everyone considers India as a hostile nation. Its friendship / relationship with E.U. countries, U.S., Canada, Japan, China, Australia and NZ and African countries have been based on convenience and business considerations.
3)It is interesting that India has been successful in developing more hostile countries than any friends which itself speaks volumes about our genuine interest in this field.

India's effort in this direction falls short .India does not have a true friend like China- Pakistan.The USA or for that matter any developed country r fair weather friends.They r showing interest now because of our economic development n will certainly not come to our aid if we r attacked by China.However,if their own interest is hampered,they may give some encouraging statements only.

Friendship in international relation is not possible without becoming dependent on another country by joining its alliance. One good thing about India, it managed to stay to the path of non alliance after independence and as a result we can not say we have any permanent friends but we have managed to maintain a reasonably good relationship with all the country without getting too friendly with any country and become dependent on them to dictate our foreign policy.
