Read the news every day on http://news.bbc.co.uk/ - that should soon improve your vocabulary. And listen to BBC World Service to improve your speech.

Don\'t go for books just learn grammer from simple book and after that practice to speak with friends family people u know and finally u will speak fluently. Read English paper, books try to learn word from dictionary daily. Thats the best way .don\'t spend on classes or English speaking books take Kapil dev who once used to promote such book that time never spoke english properly but today he can. practice without caring anyone he spoke even wrong english on tv but now he speaks fluently.

Rather than books i believe that reading a good english news paper will also help in learning good practical english as the usage of words are easier to understand when used in relation to day-to-day happenings.
