Not at all.As per latest news while going to UP from Delhi starting from Hapur in the tea served at the railway station and in the train ,white paint is being used in place of milk.

It was bad in most of the trains but, some months back when I was travelling in Netravati Express, it was surprisingly cooked very well up and down in my journey.
