Only humans have the gene that allows us to implement the ability of syntax and consciously hold a conversation and talk.
However, parrots are great mimicers and can mimic a great many things like other birds, dogs, and of course as we've seen, human speech. Their tongue is muscular and they have a larynx like humans which allows them to mimic very exactly whatever sound they choose. They also have a well developed forebrain, so they can remember and store away a huge vocabulary a well as sentences and phrases to bust out on their whim.
