Probably for the first time, he is right. More than 70% of population of India depends on Agriculture which contributes around 15% to GDP ! If you really look at the growth of Agricultural produce, it hovers around Zero - sometimes positive, sometimes negative. Govt, on its part, has not helped the cause - by identifying and helping them with alternate crops. Sharad Pawar has been Agri minister for long. What has he done to ensure improvement in Agri productivity?

He is a very trained and experienced man, expert in corruption. Before he attempts to do a scam, he wants to ensure that it would be productive. That is the reason, he wants to ensure that there is substantial productivity in the food sector, before laying his hands on it.
