All the political parties have some communal, regional feelings in their base..In indian politics communal feelings pay very impotant role and parties dont want to loose their voters by being secular.

No COMMUNAL VIOLENCE BILL is necessary.
Rather, The Parliament take a RESOLUTION to "Re-WRITE THE INDIAN CONSTITUTION" where there will be no rovisions for the idiotic words like RELIGION , MINORITY, CASTE, CREED, RESERVATIONS ( except on economic criteria), etc. in Politics & Administration & Judiciary.
