I think that they are trying to set a precedent about implementation of death penalty being waived off due to delay in its implementation. Grounds are being prepared to cancel the hanging of Afzal guru and Kasab

This is a pity. Internationally, guilty is brought to book immediately (within about a year). Here in India, we wait for decades so that public memory fades away and the guilty can be given a wrong rope. We have to blame the President and the party at the center for such a lenient handling of the case and culprits
