By reforming parents or by breaking the family structure in favour of people's communes.
In India, the talent 4 sports is in villages and tribal areas. But there, when a girl wants 2 take up sports, she faces discouragement and even gets mocked. Households discourage sporting career 2 the CORE in India and most homes overburden the kids w/ memorizing crap in textbooks for their childhoods which they forget about the instant they write their final exams.
I say we break away from the family structure in favour of people's communes structure. That's how th eChinese did it.

Priorities are different here. Government should stay away from this arena - that will make lesser scams in sports field as well.
