Report says that Ms. Mamata Banerjee is taking her charge as the "Rly. Minister" at the Eastern Rly. Office at Kolkata instead of New Delhi, the Central Office ? Is it permissible under the Rules ?

Central ministers can assume their office at any metropolitan city, in case of exegencies. She has plead exegency due to havoc caused by cyclone and she wishes to be there personally. That was probably agreed by the high command.
