In India it is very common among boys to walk on the street with hands on their friends's shoulder. It is a very innocent act of bonding.
Only now, with words like gay etc becoming common, the thinking of people have changed.
So many times unknown people have gone to sleep in trains with head resting on my shoulder, without my feeling awkward.
