The specialized agencies are autonomous insofar as they control their own budgets and have their own boards of directors, who appoint agency heads independently of the General Assembly or secretary-general. Major specialized agencies and related organs of the UN include (1) the International Labour Organisation (ILO), (2) the Food and Agriculture Organization of the United Nations (FAO),(3) the United Nations Educational, Scientific and Cultural Organization (UNESCO), and (4) the World Health Organization (WHO). Two of the most powerful specialized agencies, which also are the most independent with respect to UN decision making, are (5) the World Bank and (6) the International Monetary Fund (IMF). The United Nations, along with its specialized agencies, is often referred to collectively as the United Nations system.
