It has been a longstanding tradition, in fact from the beginning of CWG, that a competent member of the British Royal does the inauguration and declares the Games open. Anywhere in the world, wherever CWG is held. India claims to be country with great affinity and desire for tradition (parampara), I think Indians should not clamour for President of India to open the Games. It would be a big deviation from the 'Parampara' of the games.
However if India wants, it can remove itself from the CWG and stop being part of it. Who stop that.

As is customary for the Commonwealth Games, the Queen would declare the games open. Since, she is not coming, Prince Charles will open the CWG on behalf of his mother, the Queen who is head of the Commonwealth.
