Tube lights (fluorescents) consist of a ballast, a starter and the connections to the tubes. If one bulb works and the other does not, I suspect the connections might be corroded. This prevents current from flowing through the tube, and it will not light. The contacts are brass clips found where the tubes snap into place. Ordinarily, one just disconnects the fluorescent fixture and can use sandpaper or a small file to polish the surface if it is burnt or corroded. It is very important that the lights be off, since the lights operate at thousands of volts and one could get a nasty shock. One other problem is the clips get bent. If the tube wobbles around loosley in the connector, this is an indication the clips are bent and not making contact. The clips can be bent back into alignment with a pair of needle nosed pliers, but again, make absolutely sure the power is turned off.
