According to Geeta:-
Yada yada hi Dharmasya Glanirbhavati Bharat II
Abhyutthaanamadharmasya, Tadaatmaanam Srijaamyaham II
Paritranaaye Sadhunaam, Vinaashaaye ch Dushkritaam II
Dharmsansthaapanaarthaaye...Sambhavaami Yuge Yuge II

Lord Krishn tells Arjun that when ever Dharm is blasphemied and Adharm raises its head, I reconstruct Myself.
And to protect the good and annihilate the evil... I come (take birth, take an Avtaar) Yug after Yug, time and again.

It is very difficult to describe God in one word. He is Omnipresent and Omnipotent or you can say He is sarvavyapi. He is every where. When Hiranyakashibu asked his son where is God, The reply was He is every where even in Pin as well as in a huge pillar and you know the rest of the story. In Gita Lord preaches whenever there is adharama exists, to reestablish the dharm, he will take birth in this world and Quesera rightly said with the sloka. Moreover, if any one want to see the glimbses of God, they can see them in their own parents and if any person do service to the poor and needy or service to the humanity, God always reside with them. Hence God according to me with the poor and needy. Gurudev rightly said in his poem " God with the Lowly " where he says God is there with the tiller who tills the land and the road maker who provides roads for others. He lives with them, hence God is always with the person who helps others in need.
