What should be qualification of minister ?

1.
Educational qualifications have not been prescribed to become a Minister. However, the person must be:
1) A citizen of India
2) Must have completed 25 year of age.
3) Must be the member of any of the houses (Legislative Assembly or in the Legislative council) - (One can be appointed as a Minister without being the member of any of the houses but that person should become member of any of the houses within a period of 6 months from the date of holding the charge. If he/she fails to become the member of any of the houses within six months.

Supposed qualification could have been, a leader of mass who has capacity to work for the welfare and prosparity of the people and nation.

To be in the good books of the P.M. and the big shots in the party. Otherwise how could Kapil Sibal become human resource minister knowing and understanding nothing of education and true development. Of late pressure from the supporting party of a minority government is the best qualification as in the case of Raja, Kanimozhy etc.

First place he should be elected as MLA or MLC Then only he can become a Minister of a State
For MLA/MLC there are another prerequisites
For to be a Central Minsiter he should have been elected as an MP fo Loksabha or RajyaSabha
