1.

There should be election fund made available by election commission per candidate. It should be upto the candidate on how he wants to spend the available fund. For spending the fund, candidate should give written wishlist on spend to election officier e.g. xx amt for banners, xx amt for gifts, etc etc. .

this wishlist should be executed by the election commission itself. so anything happening outside the wishlist with election commission, is illegal.....

First step is strit rule. today EC can't do more than give warning in such cases. they should be empowered to cancel the candidature and barr him from any political activity for next 5 years if found guilty. the case should be investigated and judgement must be given within 6 months!
