The aim of Lakshman in life was to serve Ram always. Bharath was a caretaker king and obeyed Ram to take care of Ayodhya with the support of Sumanthiran and others.

According to me both loved Ram equally. One went to forest with him and the other one even staying in a capital lived like a hermit use to live and hence dear both adored him . According to myth Lakshman always there with Ram as he is considered Shesh Nag by many. He is to be there with Ram. on the whole my vote may go to Bharath , even though , he has got everything he wanted, through his mother but had never taken anything in return due to unfledged love of Ram. hence he is called as Azhvar , i.e. Bharatazhvar in Vaishanav Community such was the love and affection of Bharat he forgot about himself and ruled by keeping Lords PATUGA and ruled the Kingdom. Such love and affection is rarely seen in todays life and hence my vote may go to Bharat but on the whole both loved Lord more and it is very difficult to pinpoint any particular person.

In my opinion it was Laksman because he left his just-wedded wife, Urmila, to accompany his brother........and Urmila too should be given equal credit for the same.
