Because Advani intrest to keep issue alive for his election benifit so he tried to show that efforts being made by government are of no use

Meeting is a gaal bajo exercise nothing substantial would come out of it anyway.
Recommendation for NSG to have thier own aircarft , more vessals for cost guard etc were with government for many years but never implemented so govt. knows aht to do exactly and should implement raehr then wasting time in meetings and creating recommendations
