Let us not confuse between OBCs and Minorities. OBC stands for Other backward communities. They get reservation in jobs only at entry level and not for promotions. Their certificate includes the clause of 'creamy layer'. Only those who are not from the creamy layer get the benefits. They can be from any religion.
Minorities in India on national level means Muslims, Christians, Sikhs etc because the majority is Hindus.
Minority on national level may not be at state level e.g. Christians in Nagaland are not minority in that state.

The Mandal controversy (1990-2) arose because the Union adopted OBC reservations.

The Supreme Courts Mandal decision (1992) is criticised because it allowed selection based on caste as a starting point and factor. The judges formula was that casteism is bad but reservation for OBCs based on caste is consistent with the ground ...more
